No. Confirmed Bitcoin transactions cannot be cancelled.
One of the core principles of the Bitcoin protocol is the removal of third-parties in the processing of payments. Bitcoin transactions take place within the framework of a decentralised peer-to-peer network in which consensus-driven, proof-of-work based algorithms validate the transactions.
There is no central authority or intermediary involved to process transactions. If a transaction is still unconfirmed on the blockchain it can be reverted in some rare cases. However, reverting unconfirmed transactions is not a service that we offer.
